Sequence is the thing that actually goes wrong

People arriving at a move for the first time usually picture it as a list: find somewhere to live, sort the paperwork, book the flights. It is not a list. It is a chain, and several links only exist once an earlier one is in place.

The result is that a move rarely fails on a hard step. It stalls on an easy one attempted in the wrong month — a document obtained before the thing that makes it valid, an appointment booked before the status it depends on exists, a lease signed before the route is settled.

What tends to come first

The route comes before everything. Which permissions you need, what you are allowed to do once you are there, and even which documents are worth gathering all depend on which route you are on. Deciding the route late means redoing work.

Identity and status documents come next, because almost every subsequent step asks for them, and because they are the ones that take the longest to obtain from another country.

• Establish which route applies to your situation
• Gather the documents that route depends on, in the country that issues them
• Deal with permissions and registrations in the order the route requires
• Then the practical layer: address, tax identity, healthcare, banking
• Then the things everybody thinks of first: schools, moving, shipping

Why the practical layer comes so late

A tax identity number, a registered address, healthcare registration and a bank account are the four things that unlock ordinary life in Italy, and they interlock: several of them ask for one of the others. That is not bureaucracy for its own sake — each one is a record that has to point at something real.

Attempting them out of order is the single most common source of the experience people describe as being sent away repeatedly. Nothing was refused. The prerequisite simply was not there yet.

What this means in practice

The useful work at the start of a move is not gathering documents. It is establishing which route you are on, because that determines which documents are the right ones.

If you are early enough that the route is still open, that is the best possible position to be in — not the worst. Decisions made before anything is committed are cheap. The expensive ones are the corrections.
